Congress: What Bernanke and Hank Aren't Telling You
Monday, October 20. 2008
Posted by Karl Denninger at 12:05
http://market-ticker.denninger.net/a...lling-You.html

Congress: Think.

Ben and Hank have both told you that the critical issue for the economy is for "lending to resume", stating that it has dramatically contracted.

If this was the truth, then Ben and Hank would have come to you for $700 billion in the TARP, but instead of TARPing the money, they would have asked for permission to use it to capitalize 10 new banks which would be immediately IPO'd off to the public with the stake being in the form of some kind of super-senior debt that held a coupon high enough to encourage immediate (or nearly-so) replacement with private capital.

This would have resulted in an aggregate of seven trillion worth of new lending capacity in the economy, an amount that, incidentally, would allow the full replacement of Fannie and Freddie as holders of housing debt with about $2 trillion left over for credit cards, auto and business loans.

That would have immediately solved the "credit freeze" problem.

So why wasn't this proposed?

This is the reason:

http://market-ticker.org/uploads/debt-contribution.jpg

In short, it wouldn't have done anything because the economy only grows at a rate of about 20 cents for every dollar of debt taken on. That is, it takes five dollars of debt to generate one new dollar of GDP.

The bad news is that once you reach the "$1 for $1" level you are no longer able to finance growth with debt, and it becomes inevitable that you will begin to finance debt with debt.

That, of course generates no GDP at all but precipitously tightens the spiral.

We crossed that Rubicon roughly around 1968, and you have had this fact concealed from you.

Congress, please listen:

The Truth is that we now require about $5 of debt to generate $1 of GDP.

The Truth is that the reason you were not asked to approve $700 billion to capitalize 10 new banks, thereby creating seven trillion in lending capacity is that the economy cannot soak up that new lending capacity; each dollar of new debt generates almost no aggregate GDP. If this were not true then that would be the logical and effective cure for the 'credit crunch" - if the borrowing capacity and impact on GDP necessary to help existed. They do not.

The Truth is that you were lied to about the purpose of the TARP/EESA, because what you were sold was mathematically impossible. It is supposed to be unlawful to lie to Congress.

The Truth is that the purpose of the EESA/TARP is to rescue the bankers on Wall Street and elsewhere who have made imprudent loans, all of whom are aware of the declining value of a dollar of debt in the economy - a fact they have intentionally concealed from you. The bankers (including Hank and Ben) all know how to do this math, and they are well-aware that the best they can do at this point is to "Rob every dollar you can while the getting is good, and hope they don't figure it out before you get the cash."

The Truth is that once you reach a level where a dollar in debt will not support a dollar in GDP you must inevitably either pay down or default that excess debt. Unfortunately, in this case we must pay down or default approximately 80% of the aggregate public and private debt in the United States in order to return to a standard were $1 in debt will generate $1 in GDP. Defaulting or paying down less will "turn the clock back" to a degree, but does not change the ultimate outcome. Only returning to $1 of debt returning $1 or more of GDP, and holding the total level of debt outstanding at or below that level, results in a stable monetary system.

The Truth is that the monetary and banking system is inherently unstable until and unless this is done, and as the "zero point" is approached it becomes more and more unstable, producing more and more violent dislocations. This is why every crisis since 1968 has been more serious and required larger and more intrusive interventions to calm, including the 1970s/80s energy shocks and inflation crisis, the 1987 market dislocation, the LTCM crisis, the Tech Implosion and now the Credit Bubble/Housing crash.

The Truth is that the absolute worst thing you can do when "in the hole" like this is to spend even more on a deficit basis, thereby driving the debt ratio higher and return-per-dollar-of-debt in GDP lower. The last eight years have been disastrous in this regard.

The Truth is that the TARP/EESA and other "stimulus" and "rescue" packages, which now total more than $1.6 trillion dollars, have dramatically tightened the spiral depicted above. The above graph does not include the impact of the Fannie and Freddie rescue nor of the EESA. Both will move the return-per-dollar-of-debt meaningfully lower.

The Truth is that $7 trillion in new lending capacity, if it was put into the market and utilized, might well push the aggregate rate of return for $1 in debt below zero - that is, force it to a negative rate of return. Ben and Hank know this, which is why they didn't propose that solution, and why they did not force the bankers (under law) to lend out the recapitalization they provided.

The Truth is that if we reach the point where a dollar of debt has a NEGATIVE impact on GDP The United States monetary system and government will implode. The reason for this is mathematically obvious - each additional dollar of borrowing beyond that point actually contracts GDP instead of growing it; this is, for all intents and purposes, a "black hole". It is that event that has led to the implosion of other monetary systems such as the hyperinflationary implosion of Argentina.

The above are mathematical facts, not my or anyone else's opinion.

It is your job to safeguard this nation and prevent this outcome, even if you are lied to or have these facts concealed from you by people who know better.

We are dangerously close to that event horizon and your actions are bringing us closer to it, not moving us further away.

Debt that cannot be serviced must be defaulted. While it sounds counter-intuitive, the "bad mortgages" must foreclose, not be reworked. All of them.

House prices must fall to no more than 3.5x incomes on a median basis.

Corporate debt (e.g. LBOs, etc) that cannot be serviced under existing terms must be allowed to, and indeed encouraged to, default.

The contraction in outstanding debt that this will produce must occur, and the economic impact that results from it, while painful, is far less painful than a monetary system failure.

A monetary system failure is inevitable if we reach the point where one dollar of new debt no longer supports a positive contribution to GDP.

The Fed Press Release

Press Release

Federal Reserve Press Release

Release Date: September 14, 2008

For immediate release

The Federal Reserve Board on Sunday announced several initiatives to provide additional support to financial markets, including enhancements to its existing liquidity facilities.

"In close collaboration with the Treasury and the Securities and Exchange Commission, we have been in ongoing discussions with market participants, including through the weekend, to identify potential market vulnerabilities in the wake of an unwinding of a major financial institution and to consider appropriate official sector and private sector responses," said Federal Reserve Board Chairman Ben S. Bernanke. "The steps we are announcing today, along with significant commitments from the private sector, are intended to mitigate the potential risks and disruptions to markets."

"We have been and remain in close contact with other U.S. and international regulators, supervisory authorities, and central banks to monitor and share information on conditions in financial markets and firms around the world," Chairman Bernanke said.

The collateral eligible to be pledged at the Primary Dealer Credit Facility (PDCF) has been broadened to closely match the types of collateral that can be pledged in the tri-party repo systems of the two major clearing banks. Previously, PDCF collateral had been limited to investment-grade debt securities.

The collateral for the Term Securities Lending Facility (TSLF) also has been expanded; eligible collateral for Schedule 2 auctions will now include all investment-grade debt securities. Previously, only Treasury securities, agency securities, and AAA-rated mortgage-backed and asset-backed securities could be pledged.

These changes represent a significant broadening in the collateral accepted under both programs and should enhance the effectiveness of these facilities in supporting the liquidity of primary dealers and financial markets more generally.

Also, Schedule 2 TSLF auctions will be conducted each week; previously, Schedule 2 auctions had been conducted every two weeks. In addition, the amounts offered under Schedule 2 auctions will be increased to a total of $150 billion, from a total of $125 billion. Amounts offered in Schedule 1 auctions will remain at a total of $50 billion. Thus, the total amount offered in the TSLF program will rise to $200 billion from $175 billion.

The Board also adopted an interim final rule that provides a temporary exception to the limitations in section 23A of the Federal Reserve Act. It allows all insured depository institutions to provide liquidity to their affiliates for assets typically funded in the tri-party repo market. This exception expires on January 30, 2009, unless extended by the Board, and is subject to various conditions to promote safety and soundness.

Lehman Corp Saga -

Lehman Said to Prepare Bankruptcy as Buyers Withdraw

Sept. 14 (Bloomberg) -- Lehman Brothers Holdings Inc. prepared to file for bankruptcy after Barclays Plc and Bank of America Corp. abandoned talks to buy the U.S. securities firm and Wall Street prepared for its possible liquidation.

Lehman and its lawyers are getting ready to file the documents for bankruptcy protection tonight, said a person with direct knowledge of the firm's plans. A final decision hasn't been made, though none of the other options being considered appeared likely, the person said, declining to be identified because the discussions haven't been made public.

Barclays, which had emerged as a leading candidate to acquire Lehman, pulled out first, contending it couldn't obtain guarantees from the government or other Wall Street firms to protect against potential losses on Lehman's assets. Bank of America withdrew about three hours later, according to a person with knowledge of the talks. Banks and brokers began consolidating trades in which Lehman is involved to minimize the impact of a possible bankruptcy filing tonight.

The U.S. Treasury and the Federal Reserve have struggled for three days to prevent the investment bank from failing before markets open tomorrow, people familiar with the situation said. With the two most serious bidders out of the picture, Lehman's options are few.

``The best case is that the Fed offers a 48-hour standstill by backing Lehman's liquidity directly to win time for other bidders to come forth or the previously interested parties to reconsider,'' said Sean Egan, president of Egan-Jones Ratings Co. in Haverford, Pennsylvania. ``The worst case is bankruptcy, and Lehman goes down the tube.''

Lehman spokesman Mark Lane declined to comment.

`Open-Ended' Obligations

Barclays walked away because it couldn't get guarantees from the government or agree on a private-sector deal to mitigate what it called Lehman's ``open-ended'' trading obligations, Leigh Bruce, a spokesman for the London-based bank, said in a phone interview today. Bank of America spokesman Scott Silvestri declined to comment. The Wall Street Journal reported that the bank had entered into merger talks with Merrill Lynch & Co., citing unidentified people.

The International Swaps and Derivatives Association, which has 218 banks as members, said in a statement today that it held a so-called netting session on Lehman trades to prepare for the New York-based firm's bankruptcy. The trades during the session will be annulled if there's no bankruptcy filing as of 11:59 p.m. in New York today, ISDA said.

Pandit, Dimon

Wall Street executives arrived at the New York Fed building in lower Manhattan this morning for a third day of discussions about a rescue plan. Among those present were Citigroup Inc. Chief Executive Officer Vikram Pandit and Robert Wolf, chairman for the Americas at UBS AG. JPMorgan Chase & Co. sent CEO Jamie Dimon, Investment Bank Co-CEO Steven Black and General Counsel Stephen Cutler.

Lehman's bankruptcy wouldn't have as big an impact as the bankruptcy of Fannie Mae or Freddie Mac, Bear Stearns Cos. or Countrywide Financial Corp., Egan Jones's Egan said.

``What the market has been telling us is that Lehman's equity and assets don't cover its liabilities, so the debt isn't worth 100 cents on the dollar,'' Egan said. ``That means credit default swaps on Lehman's debt will be triggered.''

Barclays's takeover approach depended on sealing off losses from Lehman's mortgage-related holdings, according to people familiar with the talks. New York-based Lehman has lost 94 percent of its market value this year after record losses from investments tied to mortgages.

Government Aid

``Barclays has its own problems,'' said Bruce Foerster, president of South Beach Capital Markets in Miami. ``So it's possible they realized they can't do this without government aid.''

The U.K. bank, which has taken $7.6 billion of writedowns on its mortgage positions in the past four quarters, raised 4.5 billion pounds ($6.4 billion) in a share sale in July. The bank's 5 billion pounds of buyout loans and 12 billion pounds of commercial mortgages may spur further markdowns, Collins Stewart analyst Alex Potter said last week.

Barclays said it was approached by the U.S. Treasury at the end of last week and saw in Lehman ``a potential opportunity to significantly enhance our investment banking and investment management franchise in key areas.''

``The proposed transaction required a guarantee for the trading obligations of Lehman Brothers which was potentially open-ended,'' Barclays said in a statement. ``Barclays wasn't willing to assume such an open-ended obligation.''

Geithner, Paulson

New York Fed President Timothy Geithner, 47, and U.S. Treasury Secretary Henry Paulson, 62, were pushing Wall Street to contribute money to a so-called bad bank that would assume at least some of Lehman's $50 billion of devalued real estate assets. That would have made it easier for a buyer to take over the rest of the company while the assets were sold off.

The approach was similar to one Lehman presented to investors last week, which the company said would cost $5 billion to $7 billion. The firm's mortgage-related assets have a face-value of about $74 billion before writedowns, based on figures the firm has reported. About another $10 billion of high-yield leveraged loans have been marked down to $7 billion during the past year, as market prices for the debt sank.

Fuld, who built Lehman into the biggest U.S. underwriter of mortgage securities during his four decades at the investment bank, was forced to consider a sale this past week after talks about a cash infusion from Korea Development Bank ended, eroding investor confidence and the company's market value.

Fed Facility

Unlike when the Fed committed $29 billion to help JPMorgan take over Bear Stearns Cos. in March, Lehman has access to a lending facility for brokers that would permit an orderly process for unwinding the firm.

A group of banks is also negotiating a fund to lend to troubled financial firms and shore up investor confidence, three people briefed on the talks said.

Paulson stepped in last week to guarantee the debt and mortgage-backed securities of home-loan financing companies Fannie Mae and Freddie Mac.

Lehman hired the New York law firm Weil Gotshal & Manges LLP to advise the company on a potential bankruptcy filing, the Wall Street Journal reported, without saying where it got the information.

The government is probably concerned that panic may spread to other financial institutions, Ladenburg Thalmann & Co. analyst Richard Bove said. American International Group Inc., the largest U.S. insurer, and Seattle-based lender Washington Mutual Inc. each plummeted in New York trading last week on speculation about their financial health.

AIG may move up plans to raise capital or sell assets after the shares plunged 46 percent, according to a person familiar with the company. WaMu, which fell 36 percent, may sell parts of its nationwide bank-branch network to raise cash, according to L. William Seidman, a former chairman of the Federal Deposit Insurance Corp.

Music -- aside from trading..geez the market so choppy,,,

Im not ready to make nice--Dixie Chicks

Forgive, sounds good
Forget, I’m not sure I could
They say time heals everything
But I’m still waiting

I’m through with doubt
There’s nothing left for me to figure out
I’ve paid a price
And I’ll keep paying

I’m not ready to make nice
I’m not ready to back down
I’m still mad as hell and
I don’t have time to go round and round and round
It’s too late to make it right
I probably wouldn’t if I could
‘Cause I’m mad as hell
Can’t bring myself to do what it is you think I should

I know you said
Can’t you just get over it
It turned my whole world around
And I kind of like it

I made my bed and I sleep like a baby
With no regrets and I don’t mind sayin’
It’s a sad sad story when a mother will teach her
Daughter that she ought to hate a perfect stranger
And how in the world can the words that I said
Send somebody so over the edge
That they’d write me a letter
Sayin’ that I better shut up and sing
Or my life will be over

I’m not ready to make nice
I’m not ready to back down
I’m still mad as hell and
I don’t have time to go round and round and round
It’s too late to make it right
I probably wouldn’t if I could
‘Cause I’m mad as hell
Can’t bring myself to do what it is you think I should

I’m not ready to make nice
I’m not ready to back down
I’m still mad as hell and
I don’t have time to go round and round and round
It’s too late to make it right
I probably wouldn’t if I could
‘Cause I’m mad as hell
Can’t bring myself to do what it is you think I should

Forgive, sounds good
Forget, I’m not sure I could
They say time heals everything

But I’m still waiting

Soundtrack: I Am Sam
Title: Across the Universe - Rufus Wainwright

Words are flying out like
endless rain into a paper cup
They slither while they pass
They slip away across the universe
Pools of sorrow waves of joy
Are drifting thorough my open mind
Possessing and caressing me

Jai guru deva om
Nothing's gonna change my world
Nothing's gonna change my world
Nothing's gonna change my world
Nothing's gonna change my world

Images of broken light
Which dance before me like a million eyes
That call me on and on across the universe
Thoughts meander like a restless wind inside a letter box
They tumble blindly as they make their way across the universe

Jai guru deva om
Nothing's gonna change my world
Nothing's gonna change my world
Nothing's gonna change my world
Nothing's gonna change my world

Sounds of laughter shades of earth
Are ringing through my open views
Inciting and inviting me
Limitless undying love
Which shines around me like a million suns
It calls me on and on across the universe

Jai guru deva om
Nothing's gonna change my world
Nothing's gonna change my world
Nothing's gonna change my world
Nothing's gonna change my world

The UBS Bank Saga

Tax scandal leaves Swiss giant reeling

UBS could lose its licence in America after an official confessed to illicit tactics that helped clients avoid the Revenue. Nick Mathiason reports
======================================================
* Nick Mathiason
* The Observer,
* Article history
======================================================
It was an offer the Californian real-estate billionaire Igor Olenicoff couldn't refuse. For several years, the US Internal Revenue Service had been on his tail. Suspecting serial tax evasion running into tens of millions of dollars, the IRS painstakingly amassed enough information to jail the Russian immigrant for decades.

In 2006, tax investigators offered Olenicoff, a man who has strong connections with Boris Yeltsin, a deal. In return for the identity of those who helped him evade taxes, his sentence would be slashed. It took Olenicoff, who owned 11,000 houses and a large collection of high-grade offices, less than 30 seconds to make up his mind.

After two years of further investigations, Olenicoff's evidence resulted this month in a dramatic development. UBS, the most powerful bank in Switzerland, is now on the edge of a steep cliff. Ten days ago, Bradley Birkenfeld, who between 2001 and 2006 was a senior UBS banker, signed a US court statement detailing how he smuggled diamonds in toothpaste tubes, deliberately destroyed offshore bank records on behalf of clients and helped Olenicoff evade taxes of $200m on offshore assets worth $7.26bn.

In an explosive seven-page deposition, Birkenfeld claims he was encouraged to win clients at UBS-sponsored tennis tournaments and major art events. UBS bankers, he said, assisted wealthy Americans to conceal ownership of their assets by creating 'sham' offshore trusts. Misleading and false documentation was routinely prepared to facilitate this, and the motivation, he concluded, was to ensure that UBS continued to manage a staggering $20bn of assets owned by wealthy US individuals, which generated the bank $200m in fees each year.

'By concealing US clients' ownership and control in the assets held offshore, [UBS] managers and bankers... defrauded the IRS and evaded US income tax,' reads the statement. The US Department of Justice has scented blood and is moving in for the kill. UBS denies authorising or encouraging any breaches of applicable laws and regulations and has put out a statement saying it will fully cooperate with all authorities and address any issues raised by the investigation (see below). It is now faced with having to hand over details of its 20,000 US clients to the authorities.

It is an understatement to say that Birkenfeld's allegations have sent shockwaves through the Swiss financial establishment, which prides itself on selling secrecy to the world's super-rich.

'It does look bad,' says a senior UBS insider in London. 'Everyone is pretty upset. The Swiss government will not allow its wealth management to be badly damaged by this. I think the US government has to be very careful how it deals with foreign companies... The US, of all countries, needs foreign investment. It won't shoot itself in the foot. A lot of shareholders in UBS are US funds.'

Others are not so sure. A Credit Suisse analyst said last week that UBS could lose its banking licence in the US if Birkenfeld's claims are found to be true.

For UBS, the scandal could not come at a worse time. No other European bank has suffered as much from the sub-prime meltdown as the Zurich-based giant. It has been forced to write down a staggering $38bn in assets. Its losses have led to the departure of the chief executive, chairman Marcel Ospel and other managers and have prompted it to seek emergency investment from Singapore and the Middle East. Now predators led by HSBC and Credit Suisse are said to be ready to pounce. Last Wednesday, UBS appointed Lazards to consider its options. 'I envisage it will be broken up,' says the London UBS source. 'But nothing will be done without the Swiss government.'

Indeed, a delegation from the Swiss finance and justice ministries flew to Washington last week. Their mission was somehow to balance the disclosure of UBS's 20,000 clients' details with the need to protect client confidentiality.

To many, the UBS tax evasion allegations present more compelling evidence of the destabilising role that secretive tax havens play in the global financial system. It is a system that connects Wall Street and the City to Liechtenstein, Panama and the British Virgin Islands - all places where Birkenfeld parked the cash of his wealthy clients. This week MPs on the powerful Treasury Select Committee will launch a probe into tax havens.

The allegations of problems at UBS come just five months after details emerged of how tens of thousands of high net worth individuals used a Liechtenstein bank to evade billions of pounds' worth of taxes. The revelations have sparked investigations in the US, UK, Germany and a host of other countries.

Just how US citizens got to park their wealth offshore in ever-increasing numbers dates back to rules framed by former US President Bill Clinton and his Treasury Secretary, Robert Rubin, now chairman at US bank giant Citigroup. Rubin introduced a status known as 'qualified intermediary' for financial institutions to help them assist the wealthy with international income. 'QI' placed the responsibility on banks to declare their clients' tax status. They also had to identify the beneficiaries of overseas bank accounts. But Rubin left a huge loophole: beneficial owners could be corporations. Clever bankers quickly, and legally, created a web of trusts that shielded the identity of the true beneficiary. It was seemingly the very technique deployed by UBS bankers to protect Olenicoff's fortune, according to Birkenfeld's deposition.

Among the Swiss financial community there is shock at what is now the serious prospect of money rushing to leave the Swiss banking system and heading for even more secretive locations like Singapore. But there is also defiance. James Nason of the Swiss Bankers Association says: 'Do a Google search for "Delaware" or "Nevada" plus "offshore" and you'll find more tax avoidance schemes designed for Americans than you can poke a stick at - and they are certainly not made in Switzerland.'

Yet for years Switzerland has faced criticism for being the money launderers' nerve centre. But Nason says: 'Money laundering is a global problem and I think the media unfairly points at Switzerland. Very often large sums of criminal money can be [tracked down] in banks in other countries, where "know-your-customer" rules are less strict than in Switzerland, only because some of the transfers involved a Swiss bank.'

For UBS, and for confidential banking, the future now rests on the outcome of the US election in five months. UBS's links to the US financial establishment centre on its vice-president, Phil Gramm. Gramm, a former Texas senator who is co-chairman of John McCain's campaign, is tipped to be his choice for Treasury Secretary if he is elected. Described by McCain as the most astute political strategist he knows, Gramm was instrumental in pushing through the most fundamental US banking liberalisation since the Thirties. His critics say the Gramm-Leach-Bliley Act broke down walls between commercial banks, investment banks and insurance companies, allowing for the ratcheting up of mortgage offers to the poor. Gramm supporters say he has consistently fought against mis-selling abuses and that, without his legislation, the US mortgage crisis would be even worse.

Democratic candidate Barack Obama, meanwhile, has made no secret of his drive to tax the rich and rein in offshore tax abuses, having signed Senate legislation last year to do just that. Dr Andreas Missbach of the Berne Declaration, a Swiss non-governmental organisation, says: 'Does the future of the Swiss banking system rest on the outcome of the US presidential race? Yes, definitely.'

UBS's statement

'UBS is working diligently with both Swiss and US government authorities, consistent with Swiss law and the legal frameworks for intergovernmental cooperation and assistance, to promptly provide information concerning instances in which the establishment and operation of such offshore entities and their UBS securities accounts appears to have been part of a scheme to defraud US tax authorities. UBS is committed to a fundamental policy of compliance with all applicable laws, rules and regulations, and to our own internal policies, guidelines and procedures.

'Consistent with this fundamental policy, UBS is treating these investigations with the utmost seriousness and will appropriately and responsibly address and correct any issues raise in the investigations, including taking appropriate disciplinary action.'

SETUPS

You only need to master one setup to be a consistently profitable trader.

Screen time will allow you to master one setup.

After you have mastered one setup "own it " you can add another setup.

This can be an ongoing process developing your own style.

  • The best setup to begin with is the one that you see and understand easiest. If you are forcing yourself to learn a setup because you believe another person is successful using it you may be taking the longer route to profitability.
  • We are all different . Our brains and personalities will gravitate to different setups. This is also true of exit techniques.
  • Most traders I hear from lengthen their road to profitability by trying to apply too many concepts before owning the first one.
  • They have studied a myriad of techniques but have yet to master any. This allows them to talk about trading but unable to consistently trade profitably.
  • The first decision to make is; do you desire to be a counter trend trader? or a with the trend trader? Eventually, you can be both.
  • At the beginning, or a new beginning perhaps, you will do best choosing to master a setup and follow the trend.
  • If you have been at this game for awhile and are not yet consistently profitable you know what I am saying is correct.

  • I will present a "Chinese Menu" of trading techniques and setups with the intent that it will aid you in creating "your" trading style.
  • My personal trading style is a combination of many styles and setups. I trust this website will be an exercise in my personal understanding of my own style allowing all to benefit.

PICK ONE, MASTER IT, BE CONSISTENTLY PROFITABLE

DO IT NOW

Bear Stearns Sold, Fed Cuts Rates, Asian Stocks Sharply Lower

This is the breaking news. One of the biggest and the most storied Investment bank finally collapse.

U.S. banking giant JP Morgan Chase agreed Sunday night to buy rival Bear Stearns, and the U.S. Central Bank cut lending rates to banks - both actions aimed at averting a credit crisis that is threatening to plunge the U.S. economy into recession. Asian markets are sharply lower in early trading on the developments.

The deal made Sunday night values Bear Stearns at about $250 million, far less than the $4 billion market value at the end of this week and signalling a stunning collapse for one of the world's largest and most respected investment banks.

The U. S. Central Bank - the Federal Reserve - is expected to help fund some of the transaction.

The Bear Stearns deal occurred at about the same time Sunday evening that the Fed announced it would cut its lending rate to financial institutions a quarter point to 3.25 percent.

The Fed also said it would create a new lending facility, to take effect Monday, that will allow big investment banks access to short-term loans.

Federal Reserve Chairman Ben Bernanke said the central bank's actions will assure financial institutions that they will have access to funds.
